
Construction Supervision for Tumkur - Haveri ( km 75.00 to km 207 ) Toll Road , Section of NH - 4
Project Background:
The Project is located on National Highway – 4, and involves rehabilitation of the existing two lanes and the construction of additional two lanes between km 75.0, near Tumkur and km 340.0, near Haveri, in the state of Karnataka. The NHAI will execute this Project under Asian Development Bank Loan Assistance. The procurement of construction work will be under International Competitive Bidding Procedures and will be executed under the FIDIC Conditions of Contract, Forth Edition, modified for local conditions. The Work is divided under 5 Construction Packages and the work will be supervised under two consulting services contracts.
Package 1:
The Package comprises three construction contracts and includes the Stretch between Tumkur (km 75.0) and Chitradurga (km 207.0), excluding the under construction bypass for Sira town between km 116.40 and km 122.30
Package 2:
The Package comprises of two construction contracts and includes stretch between Chitradurga (km 207.0) and Haveri (km 340.0).
Objective & Contract Management:
The Principal objective of the Consultants’ services is to assist the NHAI in implementation of the Project and to ensure:
- High Quality Standards in execution of works
- Completion within stipulated time
- Compliance with drawings, technical specifications & contract documents
- Modern construction techniques and contract administration by experienced personnel
- Application of consistent design, construction and contract resolutions in all contracts
The Consultant shall be responsible for supervision of all construction works and administer the contracts as ‘Engineer’ as per FIDIC. A senior member of the Consultant’s Head Office Management organization shall be the Project Director for the construction supervision contract, and have ultimate responsibility for the satisfactory discharge of responsibility under the supervision contract. He will provide intermittent on-site inputs to ensure that the Engineer exercises all reasonable skill, care and diligence and acts fairly under the terms of the construction contracts. The Project Manager of the Consultant’s team will be the “Engineer’s Representative”, and full-time resident on the Project. National Highway authority of India will act as the “ Employer”.
Project Management:
The Management system for this Project is intended to ensure adequate Project Management and Quality Assurance/Quality Control Procedures. A project-specific manual of organization, procedures, forms, references, and report will be used by the Consultants to ensure complete fulfillment of the project services and successful accomplishment of the construction to the quality standards and time frames expected by the National Highway Authority of India. The Engineer will ensure application of sound engineering practices during all pre-construction / construction / defects liability activities. Effective co-ordination of project activities and well defined decision-making procedures will be instituted at the beginning of the project and will be maintained throughout the work program to ensure that the multi-disciplined consultant staffs works in a co-operative and efficient manner.
Inherent in a successful management plan are the following:-
- The Team must fully understand the needs of the project to achieve maximum involvement, technical efficiency, and cost-effectiveness and full realization of project objectives.
- Effective communication must be established and maintained between the Employer, the Engineer and the Contractor. The format for information exchange must recognize the different levels of interest and project involvement.
- To satisfactorily cover all subject areas in the stated time schedule, an intense technical assistance effort by experienced Consultant staff will be required.
- A high level of information sharing must be achieved within the Consultant’s Supervision Team and the Contractors to provide for timely and efficient project -progress and to avoid false starts, re-starts and duplicate efforts.
- Intermediate decision points must be clearly understood in advance as to timing and content. Timely advance information enables effective decision-making.
The Methodolog
The methodology presented in this chapter category the services to be offered by the consultant into three phases:
- Mobilization Phase
- Construction Phase
- Defects Liability Phase
The identification of services and concise planning at an early stage helps in setting up proper systems for Project Management and ensuring effective Contract Administration, Quality Control and Progress Monitoring throughout the Supervision Services. A flow chart indicating the identified tasks is annexed as in table. An illustration of the Consultant’s response to all the requirements of the scopes of services is presented. |
