Independent Consultant of the existing two lane Stretches from km 52.8 to 163.8 km (Tada – Nellore) on NH – 5 and km 217 to 253 km (Nandigama – Ibrahimpatnam) on NH - 9.

Background:

The Project involves Widening and strengthening of the Existing two lane stretches from km, 52.8 to 163.8 km (Tada – Nellore) on NH – 5 and km 217 to km 253 (Nandigama – Ibrahimpatnam) on NH - 9 and operation and maintenance of already four laned section of 265 kilometer (Ibrahimpatnam - Vijayawada) on Build – Operate and Transfer Basis. The work also includes widening of existing bridges and culvert for new carriageway.

Project Objective:

The objectives of the project are quite clear and the understanding of the scope and description of the wok has been identified in an earlier section of this proposal under Project Appreciation and Understanding. The Objectives of the Consultancy services are to :

  • Act independently and on behalf of both NHAI and lenders to review all activities associated with Design, Construction and O&M to ensure compliance of requirements of Concession Agreement in order to have a sound project.
  • Report to NHAI on the financial and technical aspects of the project, after visiting the site at least once a month.
  • Assist the parties to the Concession Agreement in arriving at an amicable settlement of dispute.
  • Act, if required, on behalf of the lender and fulfill various reporting requirements of the lenders.

Services to be Provided:

To reach the Objectives the services are to be provided in following stages:

  • IC Services at the Design Stage.
  • IC Services at the Construction Stage.
  • IC Services at the O & M Stage.
  • IC Services at the Transfer/Termination Stage.
  • IC Services at any Other Activities.

IC Services at the Design Stage

The Design Stage will rely upon two Fundamental Principles:

  • To systematically and conscientiously review the Project Designs, Drawings and Management Plans in a timely fashion.
  • To develop, implement and maintain efficient communication channels that ensure preparation and completion of adequate standards of project design drawings, report and deliverables.

The IC Consultant’s Design Review process itself will aim to address the following 12 stages as identified in the Terms of Reference. The 12 stages have been further defined as distinct tasks as described below:

  • Review of Design and Data Adequacy, Working Drawings, Estimate Reports and Other Deliverables, Design Impacts on Archeological Structures.
  • Review of Concessionaire’s Project Report, Implementation Schedule, Project Amenities, Project Contract, Environmental Management Plan, Quality Control/Quality Assurance Provisions.
  • Audit of Project Safety Components, Mediation of Disputes-Mitigation of Risks.
  • Design and Preparation of a Management Information System.

IC Services at the Construction Stage

  • Review and Approve the Works Programme, Material Testing Results, Construction QA/QC Procedures.
  • Ensure compliance of constructed works with Technical Specifications.
  • Identify Construction Delays and Recommend Remedial measures.
  • Review and certify ‘as Built’ drawings, safety measures.
  • Determine extensions to project Completion Schedule/Concessionaire Agreement.
  • Mediate in Disputes during Construction stage, Assist in evaluating Cost variations.
  • Evolve MIS and provide on-line information to NHAI.
  • Issue Completion Certificates, Issue provisional certificate-Prepare Punch List.

IC Services at the O & M Stage

  • Review work plan and schedules of various operation and maintenance activities, Operation and maintenance manual Prepared by the Concessionaire, performance of operation and maintenance (O&M) activities.
  • To mediate and resolve disputes at the O&M stage
  • Initiate necessary action to undertake necessary obligation in the event of Concessionaire’s failure to fulfill obligations
  • Undertake Audit of the Traffic Review the Accident record.
  • Prepare and issue an O&M inspection report.

IC Services at the Transfer/Termination Stage

Issue transfer certificate to Concessionaire
