DESIGN BUILD PROJECT FROM KANDAHAR TO SPINBOLDAK ROAD (103 km )
Introduction And Background:
- The Transitional Islamic State of Afghanistan has received a grant from the Japanese government, managed by the Asian Development Bank (ADB) towards the cost of consultancy supervision services for the Design-Build Contract for the Rehabilitation of the Kandahar to Spin Boldak Road and it is intended that proceeds of this grant will be applied to eligible payment under the contract for which this invitation to build is issued. The terms and conditions of the contract and payment by the Asian Development Bank will be subject in all respects to the terms and conditions of the grant Agreement, including the “Guidelines for Procurement under Asian Development Bank Loans.” Except as the bank may specifically otherwise agree, no party other than the Islamic Transitional Government of Afghanistan shall derive any rights under the Grant Agreement or have any claim to the grant proceeds.
- The section of the road to be rehabilitated is approximately 103 kilometer long.
- The scope includes repairs to the existing pavement, asphalt overlay to the entire road and rehabilitation or replacement of bridges, drainage and retaining structures. The time for completion of the whole works, including contractor’s detailed design and design review, is 15 months.
- These Terms of Reference (TOR) define the services required of a qualified consultant who is to be engaged to assist the Ministry of Public Works (MPW) in the implementation of the Kandahar-Spin Boldak Road Rehabilitation Project (Design Build)
- The Contracts for the construction work and Consultancy Services are to be procured under International Competitive Bidding Procedures (ICB) and will be executed under FIDIC Conditions of Contract (latest Edition) for Design-build, modified for local conditions.
- Consultant maybe an associate of International and Local firms. The firms must have experience in executing Design-Build highways projects.
- Under construction contracts, MPW will be the ‘Employer’ and Executing Agency and the Consultant engaged under these TOR for the Consultancy Contract will be nominated as the ‘employer’s Representative’ for the Civil Works for the Project. MPW will create a Project Implementation Unit (PIU) as its field formation for proper monitoring.
Objective:
The objectives of the Consultant’s services are as follows:
- To confirm that the permanent and temporary works are designed and constructed to comply with the requirements provided in the contract.
- To certify completion of project phases and sub-phases.
- To advice MPW on all matters concerning implementation of design-build contracts.
- To ensure high standards of quality assurance in the design review and supervision of work and completion of work within stipulated time frame.
- Report of MPW on financial and technical aspects of the project.
- To certify interim and final payments to the contractor.
Design Review
- Establish the detail design review and approval schedule, methods and procedures for the detailed engineering and technical design of the project in accordance with design criteria.
- Establish the manner and methods that will be used in checking the detailed Engineering Design and Drawing of the Contractor. Such manners and methods of which will be independent of the methods and procedures used by the Contractor/Contractor’s design engineers.
- Review the detailed engineering design and construction drawings prepared by the Contractor/Contractor’s design engineers for the project in accordance with the design standards and criteria and conceptual design provided in the contract. The consultant will have to accept the design submitted by the contractor within 21 days after submission of the document.
- Consultant shall ensure that the employer’s Requirements as indicated in the Bid Documents have been duly accounted for in the documents submitted by Contractor.
Provide monthly progress status reports on the detailed engineering design works detailing activities of the previous months the progress of the design works as measured against the approved schedule, the problems and difficulties encountered by the Contractor and any other issues as requested by the Employer. |
